Challenges of Integrating Volunteering into the Long-Term Care System for Older Adults

Abstract

The shortage of workforce in long-term care is an increasing challenge, leading many European countries to systematically integrate volunteers as a supplementary resource for older adult care. This study, based on focus groups with 53 participants, analyzes key barriers and systemic measures to enhance volunteer engagement. Findings indicate that volunteer participation is hindered by insufficient coordination, unclear roles, and low societal recognition. Young volunteers face psychological and logistical challenges, while the lack of formal incentives, such as tax benefits and certification, further limits engagement. The study highlights the need for regulatory reforms, integration of volunteering into the education system, and professionalization of volunteer coordination. Innovative models, such as time-banking systems and media campaigns, could strengthen the social legitimacy of volunteering, enhance intergenerational solidarity, and improve the quality of older adult care.
